Governments, Federal, state and local, have spent billions of dollars over several generations on police, prison building, and enacting laws that aim to eradicate the use of various narcotics. Yet the effort appears to be a failure.

The history of this quixotic struggle, the debate surrounding it and a search for answers will be the topic of this discussion.
